2010.04.20 Summary AgendaRegular Crystal City Council Meeting Summary Agenda April 20, 2010 7:00 P.M. Council Chambers I. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE II. BOARD OF APPEAL AND EQUALIZATION MEETING Mayor Bowman will recess the Regular City Council Meeting to reconvene as the Board of Appeal and Equalization to do the following: a. Receive the report from Hennepin County Assessing Division regarding appeals made to market valuations from property owners on April 6, 2010; b. Take action on each appealed property and approve the 2010 Assessment Roll; c. Adjourn the Board of Appeal and Equalization Meeting and reconvene the Regular City Council Meeting. III. COUNCIL MEETING MINUTES The Council will consider the minutes from the following meetings, in a single motion: a. The Regular City Council Meeting from April 6, 2010; and b. The Council Work Session from April 8, 2010; and IV. CONSENT AGENDA The Council will consider the following items, which are routine and non-controversial in nature, in a single motion: 1. Approval of the list of license applications submitted by the City Clerk to the City Council, a list that is on file in the office of the City Clerk; 2. Approval of disbursements over $25,000 submitted by the Finance Director to the City Council, a list that is on file in the office of the Finance Director; and 3. Approval of cancelling the May 13, 2010 Council Work Session. V. PUBLIC HEARING 1. The Mayor will open a hearing to receive public comment and Council consideration of a resolution approving the preparation of plans and specifications together with the advertisement for bids for Alley Reconstruction Project No. 2010-07. Individuals are asked to step up to the podium and speak clearly into the microphone. You are allowed 3 minutes to make your comments. The Council will not take action on items discussed during open forum; however, the Council may add the item to a future meeting agenda and ask city staff for follow-up.) VII. REGULAR AGENDA 1. The Council will consider division of a lot at 4801 Idaho Ave N into two lots to be addressed as 4801 and 4807 Idaho Avenue North. 2. The Council will consider a conditional use permit for outdoor sales at 5222 56th Avenue North (VFW). 3. The Council will consider a variance from parking requirements for 6404 56th Avenue North (Top Hat Theater). 4. The Council will consider a resolution approving a 2010 Permanent Improving Revolving Fund (PIR) budget modification to reflect an Energy Efficiency Grant Award. VIII. INFORMATION AND DISCUSSION a. The Crystal Business Association meets at 8:30 a.m. on Wednesday, April 21, at the Crystal Care Center, 3245 Vera Cruz Avenue North. b. Crystal’s Shingle Creek Watershed Clean-up event is Saturday, April 24, at 10:30 a.m. at the Cavanagh School Park rain garden. c. The next City Council Meeting will be at 7:00 p.m. on Tuesday, May 4, 2010 at City Hall in the Council Chambers. d. The City’s 50th Anniversary Celebration will be June 25-27. Highlights include: Movie in the Park on Friday night, Crystal’s Amazing Race and free picnic lunch on Saturday, and swimming at the Crystal Cove Aquatic Center for only $0.50 a person on Sunday. Personalized, commemorative banners can be purchased for only $50, which will be displayed on West Broadway and Bass Lake Road during the summer. Business sponsorships are also encouraged.
